Township of Langley or City of Langley?
Like North Vancouver, “Langley” is two municipalities. The City of Langley is small, urban and centred on the future SkyTrain terminus — this is where apartment density is planned. The Township of Langley is far larger and contains Willoughby, Walnut Grove, Fort Langley, Brookswood, Murrayville and Aldergrove, and is predominantly townhome and single-family territory.
They have separate councils, separate community plans and separate development pipelines. When you see a Langley presale advertised, check which one it is in — it changes the transit picture, the tax picture and the resale picture.
The Surrey–Langley SkyTrain Extension
The Expo Line is being extended from King George Station in Surrey to Langley City Centre, adding stations along the Fraser Highway corridor. This is the defining infrastructure event for the Langley market, and it is already reflected in land values and development applications along the alignment.
Two cautions worth stating plainly. First, transit projects move on their own timelines, and a stated opening year is a forecast, not a guarantee. Second, proximity to a future station is priced into presale pricing today — you are generally paying for the benefit in advance rather than getting it for free. Neither of those means the extension is not real or not valuable. They mean you should be clear-eyed about what you are buying.
Langley’s Presale Neighbourhoods, Explained
Willoughby
Where most Langley presale activity happens. A large planned-growth area between 200th and 208th, built out steadily over the last fifteen years with townhome complexes, new schools and the Willoughby Town Centre retail node. Langley City Centre
The small urban core around the future SkyTrain terminus, and the only part of Langley where meaningful apartment density is planned. Expect this area to change more over the next decade than anywhere else in the community.
Walnut Grove
Established family neighbourhood in the north of the Township, close to Highway 1. Well-regarded schools, mature landscaping, and relatively little new supply — presale launches here are occasional rather than continuous.
Fort Langley
The historic village on the Fraser. Heritage character, tight development controls, and very limited new construction. When something launches it is small and premium-priced for Langley.
Brookswood & Murrayville
Lower-density southern neighbourhoods with larger lots and a slower pace of redevelopment. Brookswood’s community plan has been through several revisions, so entitlement timelines here can be longer than buyers expect.
Aldergrove
The eastern edge of the Township and typically the lowest entry price in Metro Vancouver presale. Genuinely affordable, genuinely far from the regional core. Whether that trade works depends entirely on where you need to be on a Tuesday morning.

What a Langley Presale Actually Costs
- Deposit — typically 10–20% of the purchase price, staged over roughly 6–18 months. Townhome projects sometimes use gentler schedules than concrete towers because the build cycle is shorter.
- GST — 5% on new construction, payable at completion. Langley is one of the markets where the federal first-time-buyer rebate genuinely bites: a large share of local product sits under the $1M full-rebate threshold, which is a meaningful advantage over Vancouver or the North Shore.
- Property transfer tax — assessed at completion, with first-time-buyer and newly-built-home exemptions that many Langley buyers qualify for.
- Strata fees — townhome stratas are usually cheaper monthly than tower stratas, but they carry different long-term liabilities. Roofs, siding and building envelope are the strata’s problem, and they are expensive when they come due.
- Commuting cost — until SkyTrain opens, most Langley households drive. Budget it honestly.
What to Know Before Buying a Langley Presale
- Townhome construction differs from tower construction. Wood-frame builds move faster, which usually means shorter waits and less completion risk than a concrete high-rise. Ask about the builder’s warranty provider and their record on envelope work.
- Check the phase. Large Willoughby developments release in phases over years. Buying phase one of a six-phase project means living beside construction for a long time. Sometimes that is worth a discount — ask for it.
- Agricultural Land Reserve boundaries matter. Much of the Township is ALR, which constrains where growth can go. That protects the character you may be buying for, and it limits future supply.
- Seven days, always. Every BC presale carries a mandatory seven-day rescission period under REDMA with a full deposit refund. Use it.
- Assignment terms vary. If you might need to sell before completion, read that clause first. Assignments are reported to the CRA through CSAIR and profits are taxable.
